SBAR handovers at shift change, and what each one leaves outstanding.
Not scoped to one facility.
Doctor and nurse are the only roles that reach these routes, and that is
enforced by the API. Facility is not: the handoff store carries no
facility, so a handover created at another site of the same deployment
appears here. Quote DK-29 when reporting it.
